What is Ministry of Labour JHSC Certification?

A Joint Health and Safety Committee (JHSC) is an advisory group made up of workers and management. Under Ontario's Occupational Health and Safety Act (OHSA), most workplaces with 20 or more regular employees must have a JHSC.

At least one worker representative and one management representative must be formally certified by the Chief Prevention Officer (CPO). Certification is a strict legal requirement—certified members are the eyes and ears of your safety culture.

  • Part 1: Training on OHS law, hazard recognition, and JHSC duties.

JHSC Certification: The Two-Part Pathway & Refresher

To become a CPO-certified member, you must complete both Part 1 and Part 2. To maintain that certification, a Refresher is required every three years.

Who Actually Needs JHSC Training?

Figuring out who needs training usually causes the most confusion. Let's break down the requirements based on your workplace size:

1 to 5 Employees

Generally not required to have a JHSC or a dedicated safety representative. However, you must still comply with all general OHSA safety regulations.

6 to 19 Employees

You typically need one Health and Safety Representative (HSR). They do not require full JHSC certification but must complete basic HSR training.

20+ Employees

Legal Mandate: You must establish a JHSC. At least one worker and one manager must complete full CPO-approved Certification (Part 1 and Part 2).

Committee Size: Workplaces with 20-49 employees require at least 2 members. Workplaces with 50+ employees require at least 4 members.

1. What is JHSC certification?

It is a mandatory training program required by the Ontario Ministry of Labour. It teaches hazard recognition, OHSA legislation, and risk control.

2. How many employees trigger the need for a JHSC?

Most workplaces with 20 or more regularly employed workers are legally required to establish a Joint Health and Safety Committee.

3. Do I have to take Part 1 and Part 2 at the same time?

No. You must complete Part 1 first. You then have up to 12 months to complete Part 2, though we recommend booking a bundle to stay on track.

4. Is online JHSC training CPO-approved?

Yes. Our Part 1 E-Learning and virtual instructor-led courses provided through 4S Consulting are entirely approved by Ontario’s Chief Prevention Officer.

5. How long does the JHSC certification last?

Your certification is valid for exactly three (3) years from the date you complete Part 2.

6. What happens if my JHSC certification expires?

If you fail to take a Refresher course before your three-year expiry date, your certification lapses. You will likely have to retake the entire Part 1 and Part 2 program from scratch.

7. Who pays for JHSC training?

Under the OHSA, the employer is legally responsible for paying course costs and paying the employee for their time spent in training.

8. Can I use a smartphone for the virtual classes?

While you can technically access Zoom on a phone, we strongly recommend using a desktop, laptop, or large tablet. You need to read documents, participate in group activities, and clearly see the instructor.

9. Do you offer JHSC training on-site at my workplace?

10. I am a healthcare professional. Do I need JHSC or BLS?

BLS is a clinical CPR course; JHSC is a legislative committee certification. Depending on your role in a hospital or clinic, you may legally require both.

11. Is There Free JHSC Certification Training in Ontario?

CPO-approved certification requires significant resources and vetting; therefore, entirely free certified training does not exist. However, we often provide free supplementary safety modules to our corporate clients.

12. How Will the July 2026 Ministry of Labour Changes Affect You?
